In Nepal, democratic participation and access to information remain limited—especially for women, girls, and marginalized communities. Despite constitutional guarantees, many citizens face barriers in exercising their rights, accessing public services, and holding governments accountable.
Local governments, newly empowered under the federal system, often lack the digital infrastructure and capacity to deliver services transparently or respond effectively to public grievances. In the absence of standardized tools and accessible platforms, information asymmetry, weak service delivery, and limited citizen engagement have continued to hinder inclusive governance and accountability at the local level.
To address these challenges, we partnered with the Center for International Studies and Cooperation (CECI) and Freedom Forum, under the support of Global Affairs Canada (GAC), to lead the technical implementation of the SUSASAN Project—an initiative aimed at using technology to enhance public sector accountability and empower citizens in Nepal.
Working with 12 local governments across Far Western Province and Province 3, our approach combined digital innovation, capacity building, and civic awareness to drive impact at the grassroots level. Key solutions included:
- Development of ICT-based systems such as:
- Local-level budget, services, and entitlements portals (online and offline)
- Digitization of Social Accountability (SA) tools
- Grievance redressal and feedback mechanisms
- Service entitlement tracking tools\
- Online dashboards for real-time progress monitoring and reporting
- Capacity building of municipal officials, CSOs, media, and marginalized groups to use and advocate for these tools.
- Institutionalization of technology-based governance practices within municipalities to ensure sustainability.
- Public campaigns and awareness programs to increase civic engagement and empower citizens to demand better governance.
By integrating technology with participatory governance models, the SUSASAN project has strengthened the responsiveness and transparency of local governments, helping bridge the gap between citizens and the state—especially for those historically left behind.
