THE CHALLENGE

Before the introduction of the National Project Bank, Nepal’s project planning ecosystem lacked a unified, standardized approach for assessing, prioritizing, selecting, and implementing development projects. Different government agencies operated in silos, applying their own inconsistent processes, which led to the approval and execution of many projects without proper planning, alignment with national priorities, or mechanisms for continuous performance monitoring.

This fragmented system made it difficult for the National Planning Commission (NPC)—Nepal’s apex planning body—to maintain a clear picture of ongoing and proposed projects across federal, provincial, and local levels. The absence of reliable, structured data also hindered evidence-based decision-making, creating inefficiencies in national development planning and limiting the potential for coordinated support from development partners and the private sector.

THE SOLUTION

To address these systemic gaps, we collaborated with the National Planning Commission to design and develop the National Project Bank Management Information System (NPBMIS)—a centralized, web-based data inventory platform for government-funded projects.

The system enables officials from all tiers of government to submit detailed project information in a standardized format, fostering transparency and consistency. Through inbuilt data analysis and visualization tools, NPC and other stakeholders can now easily explore project data, identify gaps, and perform evidence-based assessment, prioritization, and planning.

By streamlining how development projects are proposed, evaluated, and monitored, NPBMIS has become an essential decision-support system for Nepal’s development architecture. It promotes strategic alignment, avoids duplication, and enhances inter-governmental coordination—laying the foundation for more efficient, accountable, and impactful public investments.
