Designing and Developing the eLearn PTCO LMS for Public Sector Training

As part of Nepal’s ongoing efforts to enhance capacity development within the public sector, the Provincial Training Center Office (PTCO) in Koshi Province needed to establish a dedicated digital learning platform. The goal was to provide flexible, accessible, and scalable training opportunities for civil servants and other stakeholders. However, there was no existing e-learning infrastructure in place, and PTCO required a solution that could support both synchronous and asynchronous learning, manage diverse user roles, and offer structured courses, all while being easy to manage and accessible across devices. The challenge was to design and deploy a full-fledged Learning Management System (LMS) tailored to government training needs in a short timeline and with long-term scalability in mind.
To meet this need, we designed and developed the eLearn PTCO Koshi platform using Moodle, a globally trusted open-source LMS. Our team delivered a customized solution that aligned with the government’s training goals, combining strong technical architecture with a user-friendly interface. The platform supports course creation, multimedia learning, assessments, certificates, and progress tracking, making it suitable for a wide range of training modules.
We crafted a clean, modern UI to make the learning experience intuitive for users unfamiliar with digital platforms, while also configuring role-based access for administrators, trainers, and learners. The platform is mobile-responsive, scalable, and built with long-term sustainability in mind, empowering PTCO to digitize its training programs and expand learning access across Koshi Province.
